Now we will see how to make a seal or something like that :) in Photoshop. (Google keyword: "Seal Tutorial", "Muhur Dersi")
Firstly, open a new document and make a new Layer. As you see on the left draw the lines of the Seal as vectorel using Pen Tool.
Arrange Brush Tool set up then we will draw our seal while using the Paths Palethe's Work Path Layer. Choose a convenient Brush size to our vectorel lines. I used 5 pixel Brush tip.
In the Paths Palethe Right Click on Work Layer then choose Stroke Path... Finally choose Brush then hit OK. The seal should look like you see below.
Set up the words in seal while using Type Tool and features of WarpedText. In PS CS you can use Paths to write words on arc.
At that moment our Layer Palethe: Background : White ground. Layer 1 : Seal Lines. T Layers : The Text Layers which are inside of the seal. Layer 2 : Stars in seal.

As you see on the Left, connect to layers except for Background then make Apple+E so we will collect the all Layers in Layer 1.
