		Make active Background Layer and Filter>Noise>Add Noise... 200/Gaussian/Monochr. Click > OK. Then still in Bacground Layer Apple+Click to Layer 1. We choose all of our seal as its shape. Apple+J (You'll see new layer : Layer 2)

Fill the Background Layer with white again.
Make invisible Layer 1.
Make active Layer 2.

Select>Color Range...
Highlights/Selection/None
Click OK.
Hit Delete key and erase the white areas of the seal.

Image>Adjustment>Hue/Satuation... (Apple+U)

Click OK. Our seal is ready.
If you want after you make invisible the Background Layer,
you can make this seal as a stamp
so you can use it whenever you want.
Edit>Define Brush Preset...
Caution!
Don't forget to Save Brushes... before you quit the Photohop!
